ECT Box on 89 pickup column shift

ECT Box on 89 pickup column shift
FIRST POST!
i have read every thread i could find about my overdrive situation. it still shifts into overdrive but at 65-70mph. all other gears are fine. this is even after well into operating temp. i have changed fluid, pulled TPS, pulled coolant sensor and grounded it (per FSM) to hear if the solenoid/relay clicks (it does). the only thing i have not been able to try is the ECT ECU because i can't find it. most of the threads refer to it being under center console, but i have a column shift.
maybe it's in a diff location because i have cruise control? maybe i don't have one?
this is the last test before i have to give up and take it to a shop. this just started out of nowhere and i can't go on the highway anymore.
any help?

*update*
doing some driving experiments, i found that it will shift into overdrive at 70mph. upslope, flat, downhill, it would go into overdrive at 70mph like clockwork and hold it till i slowed to 50mph.
does this sound like a mech or electrical issue? i'm stumped.
