East coast rust

I was wondering if anyone has seen or had done a body repair with the spray-on bed liner material. I want to spray the bottom third of my 4runner plus the tailgate, with the material as a cheaper option than totally repairing the east coast rust on my truck which has become a nasty problem since i enjoy fishing and spend lots of time getting it wet.

If it is rusty and you cover it, the rust will still eat the metal from the inside out. There is a bridge in Kansas City and the rebar is rusting inside the concrete. They are wrapping the pillars with plastic and using electodes to remove the rust maybe with some acid. You would have to remove all the rust for sealing the framet to work.
