Cutting out/popping sound

Is it normal to hear popping sounds at 3k rpm + driving at a constant speed? my truck seems to "cut out" and it pops randomly. (popping sound "COULD" be due to the exhaust) but it really sounds and feels like it is cutting out. I'm thinking I should change the fuel filter. Any suggestions?

fuel delivery is one possible cause.
ignition is another.
Timing set correctly?

Yep...timing is set at factory spec with the jumper wire. What else should I check?
