code 71...need to smog soon, help!

this bastard code 71 will not go away...i have replaced the egr valve, egr temp sensor, checked and cleaned the egr valve modulator, confirmed all vacuum lines are where they should be, and reset the computer by disconnecting the battery after every time i replace something. and yet the code comes back. every time... *frustration*

any ideas from the yota brotherhood?

one thing i have not yet checked is the bvsv or whatever that thing is connected to the manifold by vacuum lines...im doubtful that little guy is my problem but it would be logical reasoning as that is the last on the list for code 71 right?

When you put a vacuum on the EGR, can you hear it open and close? If it is working I would check for the correct hose connections. I had the same problem when I cleaned mine. Put it back toghter and got one of the hose off of trhe modulator wrong.
