code 25 - running lean or at least reporting lean

Hi,
94 pickup 22re

So had a code 25 money light show its ugly face today.

So far, I tested the ect sensor, at about 180 (Farenheit) ish degrees it was showing .49 ohms.
I really, really tried hard to follow this mess (http://htftp.offroadsz.com/marinhake...42oxygense.pdf). I didn't get any cycling or fluctuation (with TE1, E1, and Vf conntected) but I did get 5 volts at VF and E1.
So I ended up just testing the o21(oz1 terminal?) at the daig port to ground and that read about .23 volts (at operating temp). When I would bump up throttle it would drop down to about .15v.

The fact that the o2 showed some movement and wasn't fixed leads me to think it is OK meaning that somewhere in the mix I have a lean condition?

I did notice when under the truck that I have a decent exhaust leak right where the 02 mounts to the pipe - could this be causing the lean condition? Not sure but hopefully I can just get the 02 sensor port and weld it in...

So basically looking for a sense of direction, I would rather test and diagnose than start putting the parts cannon on it

If air leaks INTO the exhaust pipe near the O2 Sensor, what does the O2 Sensor see? Too much oxygen. And no matter how the ECU changes the injector on-time, that's what the O2 Sensor sees.

Fix that first.

Did replacing the 02 sensor/exhaust leak fix the issue?
