check engine light on with Key out/off...won't start

Just finished timing chain/head gasket. Truck would start before procedure. Now the check engine light is faintly on when the key is off and out of the ignition, it goes off when I put the key in.
The engine turns over but won't catch.
1, Are these two issues related?
2. Ideas to get started? air flow maybe?
other info:
Fuel in the fuel rail.
good spark
new plugs and wires, new distributor/rotor
new starter
I'm certain the timing chain is on correctly
moving the distributor around to adjust timing didn't help

The check engine light being illuminated with the ignition off and key removed is strange, I don't know what to make of that.
On the no start, I just had my head machined and changed my headgasket, etc. Couple things I checked and re-checked on mine: That ground wire in the loom that feeds the injectors, do you have that connected, it should be right on one of those bolts between the #2 and #3 intake runners. There is a ground connected on the power steering pump bracket, and then there is a ground from firewall to the back of the head, I believe on the lifting hook.
If it still won't start, can you verify that at TDC, the rotor is pointing pretty much at #1 spark plug?
