From a knowledge/understanding perspective, what is the difference, functionally, in the EGR system with and without the temperature sensor?
I don't think that here is any difference in how the EGR functions, with, or without the temp sensor.

The temp sensor exists just to satisfy the emissions Nazis that exhaust gasses are actually passing thru the egr valve and thus warming it up.

I wonder if there is a way to tell which trucks had the ECU and wiring for the EGR temperature sensor, but never had the sensor itself installed.

I have a 1992 4Runner FED/Canada spec (wrecked auto trans) that has wiring, but no EGR temp sensor. It has that factory blind plug as mentioned above.

I have a 1995 4Runner FED/Canada spec (5 speed manual), that does have the EGR temp sensor.

Might be enlightening to compare auto to auto and manual to manual ECU numbers between Cali and FED spec trucks, with and without the temp sensor.

So I was just looking around an came across another pt#
There is the 82824-35020 for 1992.02 - 1993.09 which Jordan found.
And
There is the 82824-32030 for 1993.09 - 1995.01
Apparently the later is showing still available at a couple of places I poked around on.
