CEL stays on & No Code - Any input?

1986 4Runner, 22-RE, motor was recently gone through for bad head gasket (pulled head, machined, valves gone through, injectors cleaned & balanced, all new gaskets, sensors replaced, 22-REC intake manifold/plenum/TB installed, you get the picture...), has been back in action for 2 weeks when this week I noticed that the fan clutch had crapped out on me (I know, should have replaced it while dealing with a head gasket...) so temp gauge got up to the upper mark (not into the red) before I shut it down. Swapped in a new fan clutch and it ran great this morning while tooling around in the new snow we got so there was lots of salt, slush, etc on the roads. When I started it up to go home the CEL came on and has been on since. I pulled all the fuses, it comes on and stays on as soon as key is turned to "ON". Disconnected battery, same result. Jumpered the diagnostic pins "TE1" & "E1" but get nothing but a constant lit CEL. No blinking code, nothing.

Any ideas? I checked the ECU in the PS kick panel and it's dry as a bone. I was thinking the salt and water has given me a weird ground or short somewhere that is triggering the CEL light and really doesn't represent one of the sensors reading out of spec but....And ideas?
