CEL Code 25 - Most common cause

CEL Code 25 - Most common cause
My 95 3.0 is running rough at idle in gear, and at about 1500-1800 rpm when under load. This started when I got a check engine light with a code 25.
I have replaced the O2 sensor, Plugs, wires, distributor cap and roter. I have also replaced the fuel filter.
Has anyone found a common cause for the code 25?

Code 25
AIR/FUEL RATIO LEAN INDICATOR--LEAN SIGNAL SENT TO ECU FROM O2 SENSOR
--INJECTOR FAULT(S)
--FUEL PRESSURE <<--- I'd check this one first.
--OXYGEN SENSOR
--AIRFLOW METER OR MAP SENSOR <-- this one 2nd
--IGNITION
--ECU
Here are the possibilities suggested by a Code 25.

Code 25 CEL - Fuel Pressure

Is there an easy way to test the fuel pressure or will I need to get some special gauge? Also is there a way to clean the Airflow Meter or do I need to just get another one.
I also have another question, I ran a compression check and all the cylinders look good at 180 except the back one on the passsenger side and it seems to stay at 60 for a few revolutions but then comes on up to about 150. I'm not blowing any smoke and I wanted to know if that would cause the code 25. It seems to me that the mixture would be too rich in the exahust if I had a burn't exhaust valve, which I think may be the case.
