Can someone tell me whats going on here?

I bought a weber 32/36 carb for my 87 toyota 4x4 and just installed it. Still ran at 3500 rpm idle no matter what. So I started spraying around with starting fluid looking for the vacuum leak. I found it. . .

Big freaking hole on the head. It looks like it's been machined to be there so I guess the issue is. Why isn't my intake manifold lining up with this intake port?

I didn't nice the hole before because the intake manifold gasket was covering it up

Different year intake or head not matching is my guess . If the hole is threaded I would take off the intake and screw in a bolt on stud to plug it up .

I've been doing some digging and it looks like it's a 22r intake manifold going on a 22re head. Is that water port just going to be unused for me? If so I think my vacuum leak was just from poor job of cleaning off the surface of the head before installing new gasket
