brake upgrade questions

so i have been looking up but i cannot find the answer,

i have a 1988 4runner 22re.

i upgraded the booster and master from a 95 4runner for the dual diaphram booster and 1" in master.

*** the problem, so driving around normal pedal is fine, about 1-1.5 travel and brakes feel ok, then anything after that the pedal is WAY to hard to push, so i needed to stop quick it wouldnt no matter how hard i pressed.

while upgrading the booster, i seen that with the rodat the pedal the same height for some reason the pedal was off the switch, which caused my brake lights to stay on so i just adjusted the brake switch.

Sounds like the Rod that engages the Master Cylinder is not adjusted correct.

New Booster has problems This was New Out of the Box ??

it was a new reman, but i think i figured out the issue, im goign to return the booster and get another, it seems and one part of the booster isnt working like since its a dual booster. thats all i can figure out. the rod is measured correctly, i used a rod depth gauge.
