Best way to handle driver side inner fender rust on 87 4Runner?

Best way to handle driver side inner fender rust on 87 4Runner?

I found a few rust spots on the inner fender of my 87 4Runner and not sure how to handle this. Any suggestions?
The rust is on the inside and has worked it's way through in a few spots. No rust anywhere else.

Below - The orange highlighted areas are where the rust is. Green is where the rust has come through.


Below - This is the rust at the wire harness hole. I don't yet know the extent of the rust in the 2 other spots.

Doesn't appear to be detrimental to the structure integrity of the truck. I'd hit it lightly with a flap disc, spray some self-etching primer on, paint over it and put the fender back on. Problem solved.

Thanks for the suggestion. I'd be good with that if not for the rust holes and rust along the seams.

To weld new metal where the holes are would it be better to cut and weld one large metal patch to cover all three areas, or cut and weld the 3 small patches?
After removing the door and grinding down the area around the hinge it looks like that structure is still good.
