Automatic Trans takes too long to shift

Automatic Trans takes too long to shift
I have a 93 Pickup 4cyl Automatic and while I'm driving it with the O/D engaged it will shift fine from 1st to 2nd gear but then I have to get it up to 55 to engage 3rd gear. What could I do to fix this? Is it possibly the solenoids? Thank you in advance.
