Another idle problem

I have had and issue with my idle for awhile now. It will be at 1100 one day, 800 the next, 500 and so on. It idles wherever it wants. I tried running seafoam through it and took my TB off today and cleaned it thoroughly. I don't think it is jumping around as bad but last I saw it was a 1000, my idle screw turned all the way in Any help appreciated
