95 runner cruise control not working.

The light is lit on the dash, and when I push set, the light starts to blink.
The cruise will not engage.
Any ideas on where to start?

Grab a Factory Service Manual and follow the troubleshooting steps therein. They have a many page chart of tests, and what the blinking light codes are. For a quick check, pull the module out, pull the connector and check for loose wires, etc. I had a problem with my '85 with the brown ground wire being a little loose at the body ground screw. Cleaned up the terminals and tightened down and it was fine. Also have a clutch switch out of adjustment that would knock mine out of cruise if I hit a bump in the road (would jiggle the clutch pedal enough to trip the switch).
