95 4Runner sputtering and low idle

This beast is fairly new to me. I've done a lot of body work on it but driven it only a few miles and am about ready to get it back on the road.

95 4Runner SR5 with the 3vze and 5 speed. 230k

It has some intermittent bogging/sputting/hesitation that comes and goes and clears up. Idle seems to bounce back and forth between 500-1000 and if left sitting will eventually stall.

No check engine light. I assumed it was plug wires and replaced with new NGKs but no change. Plugs are nearly new as well.

I am new to the 3VZE and any quirks it may have. Without a check engine light my next step would be cleaning the throttle body and MAF. What else could this be? Hoping to clear this up and start using this as my daily next week.

Just because theres no check engine light, it does'nt mean that there are no stored fault codes. You should look see.

I'd check EGR for correct function.
