95 4runner 3.0 code 25

i been working on the runner all day after getting a new timing light, went to try and set my timing to 12 (using jumper to te1 and e1 like required) but i’m missing the marks on the harmonic balancer. i went to kind of switch it back to 10 degrees with the little wear mark where the washer sat at which would be 10 degrees but now after test driving i’ve discovered it seems to bog from 1500/2000 all the way up. runs good at idle. got a code 25 from o2 which indicates running lean, the only real hissing i hear is from the throttle body which has a brand new clamp on it. before setting timing i’d rev it and the vafm would make a sound like it would SUCK some air. like those ram air intakes or whatever. aside from that i’m thinking PCV valve due to a faint hiss sound from there as well. im not too sure on where to set the timing back to 10 or to 12 degrees since there’s not really a mark on the balancer. the only real marks i noticed were on the middle crank pulley which powers the AC. but i’m pretty stumped right now as to what to do. if i could i’d run a smoke machine to rule out vacuum but i’m almost certain it’s timing related.
