94 V6 Will not crank, Buzzer beeps 13 times and repeat. Flahing red light never seen it before

 

A picture would be helpful.
Does it beep or does it buzz?
Maybe (if you have one) Alarm in silent mode?
Doesn't seem like a check engine light.

Not the check engine light it is a small red ligt next to the hazard button. beeping

A problem well-stated is a problem almost solved.

But... sounds like it's a problem with O.P.'s alarm / theft-deterrent system
What did your dad do to make those symptoms appear? What else did he try? Does he have a manual for truck? ForAlarm system so see what beeps and flashes mean? RF-coded key not recognized? Various alarm systems react differently.

 

This may be a longshot, but try locking and unlocking the doors with the key and/or the keyfob (if you have one). It sounds like you have an aftermarket alarm system that now thinks the truck is stolen.
