94 Pickup 3-VZE starting issues

So I have some issue with starting my vehicle. I just bought this 94 Pickup. It refuses to crank over on the first few goes. If I let it sit in the ON possition, then Try to crank it over about 30 seconds to a minute later it sometimes cranks. Other times I will have to try turning it off, back to ON and then wait another 30 Seconds to a Minute and then try again.

Eventually it always cranks over and starts. Once the engine gets up to operating temp, then it will turn over on the first try (no wait time needed).

This seems like a relay problem? or a starter motor? Maybe a sensor?

I have no idea why it refuses to turn over unless you wait about a minute in the ON position, but thats the way it is...

I laugh and tell my friends that im letting the glow plugs warm

anway, I would like to fix it but have no clue where to start... (pun intended).

I would start by checking/cleaning all the grounds and battery connections. check to make sure the battery has 12 volts while at rest and about 14 volts while running. I am just wondering if the battery has a dead cell or something or if the alternator is working properly. If all of that is in tip top shape i would check the starter and have it tested
