94 4Runner from 75 to 5000 feet.

My poor 94 is not so happy these days. I moved her from 74 feet to just over 5000 feet this month. Fuel mileage took a huge dive, its sluggish with no pep and the small grades are a fight to get up.
Coming from California its got a mind boggling amount of lung restricting gear on it. Now that I am in Colorado I am wondering what kind of physical therapy I can perform on it to breathe new life into those restricted cylinders.
I have looked at some forums that show a hole in the air box that can be closed if needed. On my ride there isn't any room at all for such a modification. I was thinking about removing a lot of the intake from the manifold forward and putting on a K&N tube and filter but I am not sure if state law will let me get away with that here.
I am also considering headers and exhaust but from what I read if its not a set of TRD headers at bookoo bucks they wont fit in the cramped space.
Any suggestions?

Timing Light
Advance your timing by 5 degrees, that should give you the idle you seek and throttle response that you miss. There are many threads on here about guys advancing the timing on their engines to 18 degrees and seeing very positive results. Due to the air fuel ratio, your timing is why your motor is not acting as it did before.
