92 Truck Cold start/timing chain

Hey guys, just sold my Jeep Cherokee for this lovely pick up. Now with the problems im having already. Theres no power to the cold start switch, the one with the coolant sensor, shouldnt there be 6-12v here? Any reason why there wouldnt be? Also can u run a 12v switch to the cab and control the cold start injector that way? I also have noticed the fan belt is not aligned, seems as though the adjuster pulley is out of align, and the pulley keeps getting slack after couple days use, any thoughts?

And second, my timing chain seems a little slack, I can lift it up on the right side of the sprocket about 1/2", is this normal? How would one check without hauling the cover off? Heres a horrible pic of the chain


Any help would be great guys,
