92 Runner, turn signal relay

Just wondering where the turn signal relay is on my 92 runner. Need to install an electronic one so that my LED turn signals don't blink so dang fast. sounds like it's coming from behind the instrument panel, but i don't want to tear that apart unless i have to. thanks!

It's back there, weather or not you can get to it from underneath, I don't know, never tried.

You can probably stand on your head and contort your arm up in there to get it out instead of removing the instrument panel. At least it isn't the end of the world in either case.
