91 Runner with 3VZ-E has a miss, rough idle, turned idle/screw up so it wouldn't die when coming to a stop, and now will not start in cold weather unless pull started. It is freshly rebuilt with new timing belt, plugs, wires, cap and rotors, and injectors. Timing is set at 10 degrees BTDC. It has spark. It also when running at highway speeds will surge only once. But will do it periodically throughout a trip only at highway speeds never in town.

 

Verify cold start injector is working, check that wires are hooked up correctly.
