Normally it is the dash light rheostat (the knob that controls the brightness of the dash lights)
Common problem is that it sits in one position for years at a time and the contact at that spot "burns". Take the knob and rotate it back and forth a bunch of times to clean the contacts. Usually solves it.
Be sure to check the tail light fuse also. Most of the time they are on the same circuit.
I also had a similar issue, but it turned out to be a bad cigarette lighter ground (don't ask, it didn't make sense to me either). So check the lighter fuse, make sure the recepticle for the lighter is not internally grounded (bent or corroded prongs on the inside).
Another thing to check is possible (but unlikely) headlight combo switch. I'd check the easy things first.
Good luck. Be sure to let us know.

Thanx for the suggetions very helpful. Turnes out it was some poor connections in the tail light circut. I cleaned them and put electric grease on them and now my lights work.
