'88 22RE 2.4L 4x4 Toyota Thermo Time Switch

New to forum. I have an '88 22RE (EFI) 2.4L 4x4 pickup with over 480k miles. Love the truck! Recently, will turn over but wont start. Checkin' the x3 main things: Battery 12v+, gas in tank. I get spark from plug/wires. When doing the ol' carb starter fuel in the plenum area (after pulling back the large black hose, it would start for about a second or two-then die.
Onboard Diagnostic check=51 code. I have no a/c unit. I have manual transmission. I have attempted start with both "neutral start" switch depressed, as well as clutch depressed.
I have tested: Main Relay (driv.side kickpanel)=OK, Circuit Opening Relay (pass. side behind dash/speaker) got the following ohms STA & E1=21 ohms, B & FC=109 ohms, B & FP 1.
I've checked the EFI fuse (D.S.kickpanel)=ok, Fusible links 30 & 40 amperes, checked wiring & connectors on starter & solenoid.
I did the entire testing of the ECU as described in my manual in order.
I removed/cleaned the cold start valve/injector. Afterwards I connected it facing out & placed a piece of cardboard in front of it, had someone turn over ignition, but no fuel sprayed out of injector.
I removed the following x2 switch/sensors:
The (coolant)Temperature Sensor II ohmed a bit under 2300 in room temp & went down to ~400 in hot water (180degree).
I removed Thermo Time Switch & it had no reading in cold or hot water.
From what I understand, if this Thermo Time Switch is not working, it will not tell the cold start valve injector to spray.
So, I have tried acquiring a new one to fit my vehicle. Toyota tells me this part was discontinued. Aftermarket places; Napa, Autozone, etc., have nothing that replaces that. The original # on my part is: 89462-20010.
Even ebay & amazon- no luck. Everyone wants to sell me #89462-30011 but that is for a TURBO.
So- my question is: #1-does anyone know IF that #89462-30011 will work in a non-turbo truck?
#2-Is there a way to bypass this part all together?
#3- Any suggestions on whether I have correctly diagnosed that this IS the reason that my vehicle will turn over, but will not start?
I'm not super savvy on all of the particulars, but I like to learn. At present I am very frustrated! I don't want to throw money at it uselessly, unless I know that is the part needed!

Iirc, my 1987 takes a 89462-20060, and that superseded to 89462-30011. Non turbo

How's your fuel pressure?

Did you find out what code 51 means?

Symptoms point more to C.O.R. and AFM system. This is how the C.O.R. works:

YES, on the 1988, EITHER the ECU or the CSI timer can energize the CSI.
Make sure CSI Timer switch thread and mounting thread on body are bare, shiny metal contacting each other.

Even if I think the problem is in the C.O.R.-AF system, pls check injector wiring splice in harness going into and under the intake to injectors.
