'87 4runner sputtering. Help please.

I have an '87 4runner w/22re that is sputtering/jerking when rolling down power windows, turning heat or air on, when the headlights are turned on and basically any other electric accesory. Also my tach is not working. Does this sound like the ignitor/ignition control box? Anyone ever have this problem?

I still have the same issues and It only used to happen when I was using the radio, power windows, turn signals, etc. Now it happens as soon as I leave the drive way. Anyone have any suggestions?
