Black box in original post (OP?) looks like the housing for that annoying seat bealt & engine on buzzer.
Yes, the red wire looks aftermarket. The white plastic is half of an inline fuse housing. The other half that's missing would have been over that red wire with the spring. It would mate with the first. The spring compresses the fuse to make contact with the other side. I have an FSM for 1986 4Runner. Pls PM me so I can send you a pdf.
Higher resoluton pics would really help.

Hi Brock77,
I sent you link to 1988 FSM and a link to download actual scans from my 1986 FSM schematics.
"...Would ark when it touched the steering column" means section with with the exposed spring is the positive side (Steering column is ground). It is probably a tap from circuit encircled in red here. If everything's working right with that fuse missing, I would simply remove it.
To be safe:
1) Verify what that red wire is supposed to provide power to. Trace the section with white fuse housing. It is probably just floating- OR it will lead you to what it supplies power to.
2) Trace section with exposed spring back to where it connects to the circuit, and disconnect it.
Best of luck!

Looks like somebody put and alarm or something on it. Just start removing wires. That thing is worthless and obviously causing problems.
Start following wires from that box and wherever they connect into your factory harness unhook them.
You'll probably find a few of these guys in there.

Yeah, I had a similar situation with an aftermarket cruise control. You probably also still have some parts of it under the hood (mechanical actuator attached to throttle linkage, speed sensor, etc.). I ripped all that non-functioning hardware out as well...
