86 pickup fuel back flow problem

1986 4X4 22R. Carter P60504 Rotary Electric Fuel Pump mounted on the frame rail, fuel filter after pump, Weber 32/36 Carburator. When cold it is extremely hard to start. Crank and crank and crank until it finally catches then seems to run OK. When at operating temp it fires up the way it should. My thinking is that there is a backflow or bleed down when sitting. Has anyone tried a back siphon valve and if so where did you mount it? It also did this with cheap Mr. Gasket pump which was replaced with the Carter. Any help or ideas would be much appreciated. Thanks in advance
