4x4 engagement

Not sure where to start looking as this is my first 4x4. I have a 92 4runner and with ADD hubs and when I move the transfer case to 4h the dash light comes on and then I move and it goes out. I know that the 4 is not working. It sounds as if the solenoid on the front of the diff is working. Any possibilities?

Ok I jacked up one side of the truck and the axle turns with wheel. The problem is in the center?

In case I mixed it up which color tube goes where on the actuator?
