Wait a minute...
Does this ONLY do it in 4wd, or all the time? I assumed only 4wd, but if it does it all the time, a brake is pretty likely.
Also, is this in H4 or L4? As thook pointed out, L4 is LOW RANGE. you will go very slow downhill.

Then the brake idea is right out.
I doubt it is a frozen CV. I'm not sure thats even possible, but maybe. I doubt this because it would be acompanied by some very loud noises and a squealing tire since, with the hubs locked, it would stop the wheel from turning, or, if not, would make an awful racket.

manual hubs I have brand new front calis it does it in LO and HI only thing i can think it is is a an axles or some thing is bent

my drive way 20 deg in 4wd HI it wont; roll at all!
its like the brakes are no but there not the brakes are all new and fresh spins nicely I have not had a chance to get off to ground to check yet hopefully i'll get a chance after work to throw her on a lift this week and poke around!

It will be interesting to see if your gearing is mismatched. If the rear was geared for larger tires then the fronts are trying to spin faster that will make the truck want to pull to one side since the mean speed of the front wheels is higher than that of the rear wheels when turning. 1st and 2nd gens are a bit heavier on the right side so pulling that direction under this scenario makes sense.

i hate to jump the gun cuz i need to do it faster after work but it could be a 410 in front and a 430 in the rear

Yeah, probably swapped out the front to 4.10's. The 1st gen 4cyl. auto's had 4.30's from everything I know. And you have a turbo, which makes it the 6cyl. style carriers. Unless, of course, the turbo was not original to the vehicle. 4.10's came with the 5spd's stock, and it sounds like someone started swapping around from two different vehicles without knowing exactly what all they were doing. Anyhow, that would explain it as others have said.
You ought to look on the VIN decal for the axle code. Do you know for positive it use to have an auto? That would be on the VIN decal, also. It doesn't really matter, but I'm just curious. Anyway, here's the link...

Were it me, I'd find another third member with 4.30's to match that ratio. It's not a whole lot of difference from a 4.10, but it's some.....for a little more torque to add to your already turbofied motor. You could get away with running larger tires easier.

well its a factory turbo 87 4 runner with a manual swap my friend did but he only did the trans swap! the vin plate code is G292 so 8 inch 4.10 gear open and some crazy auto trans code so maybe i need to check the rear diff again!

jack the front end up, leave it in 2hi, and try and spin each wheel by hand after you have locked the hub on that side, you said that it pulls to the right, so that side will probably be hard to spin, it might be a bent cv axle or a seized cv joint like stated before, if it was the brakes or a wheel bearing it would be pulling all the time, not just in 4wd,

here's the thing it takes the same amount of force to spin both sides

I guess a last ditch effort you could just pull the rear driveshaft and try to drive around in front wheel drive until you hear something go snap
It could be something in the front diff that is causing ALOT of friction, maybe a seized bearing or something is out of wack, I know that wouldn't explain the pulling to one side, but you could try and put it in 4wd without locking the hubs and drive it, or just try and turn the front driveshaft by hand with the front end jacked up, then lock the hubs one at a time and see if it gets harder to turn
Have you checked the transfer case for fluid and and everything?
