4 cylnder Detroit locker question? How does it work?

I am pretty familiar with how differentials work and lockers etc, I was playing with my new parts and setting some up. I tested the splines on the destroit carrier to my axle shafts I had laying around to make sure everything is correct. When I go to spin the one shaft the axles are locked. Shouldn't this be open right now and not locked or ratcheting? Maybe because its un-lubricated?

I think I answered my own question, so no it will not spin freely or ratchet in my hands... good video in case anyone else is wondering
