3VZE overheats, not thermostat, no heat

That's not the important part; if there is sufficient crap built up on the inside of the passages themselves, the thermal efficiency of the radiator goes out the window. You must be able to TRANSFER the heat; flow is secondary.

Ok, but when it overheated I was going 55mph at 0 degrees F.
That's a lot of cold air going through the rad and by the engine.

Not arguing with you just throwing stuff out there.
Believe me, I'd be thrilled if it was the rad.

Have you checked the fan clutch? Can you hear it in the morning? Will it suck a piece of paper to the grill when running?

Feel the rad after driving it. If it has cold spots, it's definitely plugged.

Make SURE the water pump is pumping. Impeller could have separated from the shaft, I'm a mechanic and I've seen it happen several times on several vehicles.

I know you don't think the rad cap is a problem, but get it tested to make sure it HOLDS at 13 PSI or better.

What finally fixed my overheating issue after replacing all the cheap, easy stuff was a new radiator.

** update ** Talked to shop.
They think the water pump is shot.
Rad might be shot.

Decided not to fix it now but I'll put my 91 back on the road.
I'll update this post in the spring after I tear it apart.

** another update **
Finally warm enough to work on it.
Water pump was seized.
That explains why it wasn't moving water and overheating.
