I have a Toyota belt. I also tried a Goodyear and Gates, they all come up short. It's like the water pump pully is to big around but I messured it and it's ok. Tried tweeking the cam pully but they are tight. Still comes up 1/2 tooth short, 5 degrees on the dampner after the 2 full turns.
Stumped....in California

leave the tensnior pulley internal hex loose in the block

Remember left is driver side, right passenger side as if you are sitting in the driver seat. Are you possibly mixing up the left and right when installing the belt?

Seems that there is a thread or two around here on rotating the cams as tiny bit when putting the belt on to overcome this. It may even be in the FSM, IIRC.
