2nd gen 4runner factory rear bumper mounting location

I noticed the rear bumper on my '95 is mounted on the underside of the body, not the frame. It looks as factory as could be so I'm assuming so. But why mount the bumper on the body? Seems like a minor bumper-bump and the body would be tweaked.

That is why some of us swap them out for a real bumper.

x2, wouldn't ever go back to the stock bumper on my 2nd gen after getting a real bumper

My guess is that they bolted it to the body in order to have tighter gaps between the bumper and the rest of the body for aesthetic purposes.
