i dont see why it wont work but you may need a few items from the 22RET

Clarify your question.
Can you swap a turbo / manifold /boost tubes from a 22RTE? Sure, they'll bolt on.. Minus the oil feed and drain needed for the turbo (they can be drilled and tapped fairly easily)... It'll all bolt up.

The 22RE is a "high" compression engine.
The 22RTE is a low compression engine... I assure you that bolting a turbo with no other changes on to the 22re has been tried before and resulted in some very expensive engine damage.

You can swap a complete motor into your rig, you'll need the harness and ECU also.

You can put an aftermarket turbo on a 22re, but for best results you need to use turbo pistons... A high compression 22re can be run with a turbo also at minimum boost with good fuel, but it needs to be tuned and isn't going to work for long if you don't deal with fuel system...

I have a 1988 4 Runner with a 22RE.
It's going turbo. Check my sig. It's not an inexpensive undertaking.
It can be done on a budget, but you HAVE to take care of the fuel system otherwise you won't have a motor left.
