22re studder problem

I have a 93 pickup 22re that's having a studder problem.. It's not the same as the stumble problem where the engine cuts out at certain throttle positions.. This is a studder that mostly affects the lower rpm ranges.

Things I've done
Replaced tps
Replaces cold start injector
New wires plugs dist cap an rotor
Fuel pump about 6 months ago
New injectors 6months ago

I completely rebuilt the motor 800 miles ago.. All new rings timing timing cover guides oil pump oil tensioner bearings seals.. The motor had 3000 miles on it before that.. It also is less noticeable with the tps unplugged but either way won't rev over 4K Rpms.. I'm just looking for a little help even though I got a few more things to check when I get time.
