22re Running Lean---No fuel in return line???

My truck has been running very lean and I have checked about everything I can think of. I think its a fuel problem. I jumped the fuel pump on and removed the fuel return line and I'm not getting a drop of fuel and even after running it a while not even the smell of fuel when the line is removed? Is this normal

the fp regulator need 40psi to open,if you dont have fuel returning and your truck is lean,first check your filter,if its ok,the fuel pump is bad.
