What the condition of the radiator ?, have you ever had it checked out by a radiator shop ?, when you replaced the engine did you install a new thermostat ?. If all of that is good then leave the radiator cap off and let the engine run for a while until the thermostat opens, also set the heater control to hot and the air should work its way out.

is there any value / contraindication in putting the front of the vehicle on ramps while running to burp the air out?

radiator and thermostat are both brand new. and hahaha ill give that a try. i think we may have gotten it fixed it suckin down coolant now and it quit overheating. and actually i dont think it was overheating bad, the temp guage seems to not be workin properly :/
