22RE No Start

22RE No Start
Hello, through my research on the forum I still am unable to find a specific solution.
Vehicle: 1986 4Runner 22RE (Automatic Transmission)
Issue: Will not start. Turn the key and nothing. I do have dash lights that dim slightly when trying to start. The truck sat for 13 years and I have been restoring it since the fall. It did have an intermittent start issue when first purchased but new battery cables and all new ground cables seemed to fix the problem. Oddly enough my fog lights that are wired to an aux fuse block i installed that are ignition hot no longer work either with the key turned to on as they did before. The aftermarket gauges I have on the ignition circuit flash on for a brief second then turn back off. Dash lights remain on.
The following is what I have replaced and tested:
- Battery - multi meter shows 13.3V
- Cables, grounds, and terminals (started and ran fine multiple times after this, all are secure and tight)
- All new ignition components
- All under hood and under dash fuses included the AM cartridge fuses and the 80 amp fuse. I have since re checked the fuses
- New starter, after replacing this the starter engaged once but still no start. I also replaced the signal wire connector.
- New ignition switch. The key was becoming progressively harder to turn so I initially guessed this as the culprit
- Upon inspection of the wiring harness for the ignition I did not notice any burnt or damaged wires.
Any ideas on where to go from here? It almost seems as though I have lost power to certain items that are on the ignition circuit but not others and that the starter isnt getting juice. But again the fuses and connections all check ok. Maybe the neutral safety switch is toast?
PLEASE NOTE: I do not have the fender mounted starter relay as many other trucks seem to on the forum posts.
Thanks!

Figured it out. Was the neutral safety switch. Mods please feel free to delete. If not, I know this may be known but the switch can be bypassed by jumping the two black wires on the 3 wire plug underneath the intake and by the starter.

Same starting issue 1991 Toyota PU 4
I saw another thread on here with somebody was having an issue with their 88 or 89 but I can’t find it now. It’s intermittent, when I turn the key it the lights dim the same way and the stereo will even go on and off and you can hear the relay click under the fender. It is not the battery, not the amps. It is not the starter. The starter has been replaced four times recently one month ago! Toyota dealership replaced twice anddepending on what day it is it does the same the same thing. The lights work fine when this happens I’ll sit for an hour or two and then it’ll start up but then it acts like it’s flooded. I’m sure that’s a fuel injection or something it’s flooding it every time I turn the key trying to start. I believe also have a mass airflow sensor issue but I don’t even want to go into that until this problem is fixed because what happens is it stalls because of the mass air flow (PS the TPS has been replaced twice) and so has that airflow tube that’s right behind the radiator. So when it stalls every time I’m stopping or slowing down it stalls and you can hear the relay I go to start 60
times it will start and then this problem starts then I’m screwed I’m dead in the middle of an intersection and I’m so tired of this. Nobody can figure it out everybody’s a great mechanic, but two Toyota dealerships installed starters Not including the other two I had put in another, so NOT the starter.. The best part is is the last time I took it to Toyota I said I don’t want it back until this problem is solved and it’s also intermittent so I don’t think putting a new battery in there or jumping it all the sudden surprise it starts that’s not it , And don’t take a hammer and banging on the starter and then it starts right up and think that’s the resolution. It’s not it. ITS intermittent so two hours later And Toyota said they fixed the problem so when I got there, guess what they did, put a new battery in it. Oh you are a brilliant mechanic so I had him take the battery out, put my almost new battery back in and guess what started right up! I’ve had this truck I bought it brand new in 1991 and this is so frustrating. I’ve spent a lot of money trying to resolve this problem and the other problem I’m having to but this one it has to be fixed first! I saw a brand new post about the same exact problem but I can’t find it again- it’s about an 88 or 89 so any great ideas anybody has besides whatever I mentioned it would be wonderful either that or I’ll just drive it off a bridge lol. I have a video but I haven’t been able to upload it but I could use so when I get home to see if it’ll do it faster from Wireless and my truck finally started after almost an hour of sitting here and it will do this again and again, whenever it feels like it
