22RE AC idle

so I’ve had this problem for a while but I never cared much cause I never used to use the AC a lot.
I have a black lab I take almost everywhere with me so in the climbing so cal temps I’d like to get this fixed.

With the AC running occasionally when I come to a stop the idle drops as if the VSV isnt switchhing over to allow the vacuum from the idle up valve. Idle will drop from ~950 when the vsv is working properly to ~300-400rpm, making the truck idle very rough. When this happens it sometimes can be remedied by clicking the AC switch on and off.

I have checked the VSV by hooking it up to a 12v power supply, which when I do I can hear an audable click.
also hooked up a small amount of compressed air to make sure the paths were not obstructed.

Checked for proper voltage at the plug to the VSV plug which was there. This kind of has me stumped.

Anyone have any idea what this could possibly be?

thanks, but I know wher all the pieces are. If you read through my post it says it works properly occasionally.
