22r timing question

22r timing question
Aloha kakou.
I recently did my timing on my 1988 toyota pickup 22r.
My idle is 700 per veci label guidlines.
The veci label says timing should be 0 degrees at 950rpm with vacuum lines plugged.
Well when I plug the vacuum lines, my idle is at 500rpm. Timing is at 0 degrees.
Anyone have any advice on this?
