i put a cold air on it so when i took out the airbox the tube is left with no filter so now i have a little filter on it but it jus seems pointless and ugly

The smaller tube that goes to the air filter housing supplies fresh air for the PAIR system. If you've removed the factory airbox, you'll need to either find a way to get that hose connected betwen the air filter and air flow meter or provide a filter either on the end of that pipe (ugly) or on top of the resonator (looks like a toilet bowl float) below the throttle body (still ugly but not so bad). If you block that line, the PAIR system will not operate and will affect emissions.
You may still fail a visual / functional emissions inspection anyways but... that's your issue to resolve.
