1994 22RE problems

Thanks to all for the timing issue on my new 22re, had a defective distributor. As for the vacuum lines I'm still confused, since someone else had already put hand the the old engine and maybe installed them wrong before. There are 3 VSV's on a plate that is bolted to the valve cover, one of them has a check valve on the line. Need to make sure these are where they're suppose to. Also have a problem with valves, they loose adjustment frequently, I set intake at 0.008 and exhaust at 0.012 as the book indicates, am I doing something wrong? What's the torque on the nut after adjusting? Please Help!
