1988 3.0 timing belt

Help I have rebuilt this motor and trying to install timing belt. I line up the cam pulleys as directed and #1 cylinder is tdc but after 2 complete rotations I'm about 2 teeth off on the cam pulley notches lining up. Any suggestions.

try lining it up 2 teeth off then when you rotate it it will land perfect

Just to be sure: Remember that the mark on the belt "moves" with each complete revolution of the belt. It won't line up again for, oh, 30 revolutions.

I assume you are turning the crank two revolutions (back to TDC), and then the cam pulley doesn't line up with the mark on the head. You're not getting the slack taken up when you put it on; as suggested, you can try "installing" it off by two teeth so that it will end up in the correct place.
