What does this plug do?

What does this plug do?

I know that it powers that cig lighter light ring, but that bulb is burnt out. However, the previous owner hacked that back side of these wires and spliced them into two wires that are open. If he had not spliced them into new wires, where would they go?
Also, does the ashtray have a light?

I went to my parts truck at the rent house and looked at the setup. It's an 85 SR5 ext cab with Rat ˟˟˟˟ everywhere on jackstands. Anyway, it looks like the Red/black wire must have been cut out of the original harness further back, as well as the green wire. On the parts truck, both of those wires come out of the wire loom with the power for the cig lighter and the ground. I think the previous owner spliced them into another power source.

Does that sound correct?

I ran the green wire to the illumination wire for the stereo, and the R-B wire apparently goes to the Rheostat for dimming, but there is no trace of that wire being cut anywhere close to the area that I am working in. I just ran it to the ground on the same plug that connects to the ground wire , w-b.
