weber 32/36 inconsistent running

Hey,
I have an 85' 4wd pickup 22r with a weber 32/36. Running 35x12.5xr15 with 5.29 gears. EGR still in place but vacuum lines removed.

Vacuum lines are as followed:
  • Ported vacuum > Distributor
  • Manifold vacuum > Distributor
  • Manifold vacuum > Heat riser thermo switch
I'm running the stock airbox adapter so I can run the heat riser since I was having carb ice issues this winter, plus it keeps the mud out a little better. Timing is set as far advanced as it can go, which is about 5 degrees, 12 degrees with the vacuum lines hooked up. I'm running 2" exhaust through a magnaflow, and then a tractor muffler used as a resonator (I grew out of my LoUd ExHaUsT gOoD phase and have come to appreciate hearing things). If there's anything else I should add, let me know.

As for the carburetor, it came off a jeep 4.0L, and was jetted as followed:
(Primary - Secondary)
[IDLE JETS ] 75 - 60
[MAIN JETS] 145 - 145
[AIR CORRECTORS] 170 - 160

It ran fine, but was slow and a pig on fuel. Mixture screw ran 1 3/4 turns out. There wasn't a noticeable flat spot anywhere, was all smoothly slow. However every time I let off the throttle to come to an idle, it'll dip down to 400RPM for a few seconds then come back up to between 600 and 900RPM, I could never get it to idle at a certain spot. I'd go to adjust the idle, be happy with it, rev it a few times, but as soon as I got back from a test drive, it would decide to pick a random RPM to idle at. Going into a store and coming out 20 minutes later, I'll need to give it a shot of fuel or it'll want to sputter when I start it.

I contacted redline, and asked what they'd recommend for a baseline jet setup, they recommended:
[IDLE JETS] 60 - 60
[MAIN JETS] 140 -150
AIR CORRECTORS] 170 - 180

I ordered those jets and put them in. Mixture screw needed to be 2 1/2 turns out. I noticed right away, coming off the transition jet, power felt great, hitting the secondaries had a noticeable increase, though not by much. However I notice ever so often I'll get popping out the exhaust when deaccelerating, hinting a lean condition. Also there is a very large flat spot in the entire low speed circuit. I've basically been driving on the main jet the whole time, only running off the low speed circuit to cruise, but I'm right on the edge of the transition the whole time. Not good for fuel economy.

I put the old 75 idle jet back in and honestly, there's no difference in power, maybe there's a bit less of a flat spot, but I'm still pushing the throttle pretty hard just to keep up with traffic, I have a vacuum gauge and am regularly pushing 10 inches, and it feels like I'm barely accelerating. I literally can't hit 100km/h (60MPH), I get to 80km/h and basically hit a wall. Any sort of hill I basically need to floor it. Offroading up in the mountains I'll be going 30km/h the whole way up just screaming in second gear.

I'll add a bit more about the vacuum gauge if that helps, when I fire it up from cold with the choke and fast idle, it'll hold 17-18 inches smoothly, but once I kick it down, it'll shake between 15-17 rapidly. On a hot start without choke, it'll fire and shake between 15-17 rapidly, then eventually smooth out to shake between 17-19 rapidly after a few revs. When driving, every stop light is a mystery, sometimes it'll idle dead smooth at 18 inches, other times it'll shake at 17, usually thats when the idle is at 600RPM. I'll kick the pedal and it'll raise and smooth out.

I've adjusted the throttle cable many times, there's a strong spring to snap the throttle closes, so I know and have verified it doesn't stick. I've replaced every gasket on the carburetor and adapter. I'm running the Transdapt one piece adapter.

Some guidance would be nice, this truck has been a total headache for me, I just want to drive consistently and not like it has 20HP.
