VSS or Speedometer?

VSS or Speedometer?

My 1994 SR5 4runner (Automatic / 4WD / V6 / 175K miles) has been going downhill with regard to the:
1. no speedometer
2. no odometer
3. erratic shifting

I have replaced the VSS at the output of the transmission with no success. Checked old and new speed sensor powering with 12V and rotating shaft. All appears to be OK. There is 12V power at the sensor. There are no "check Engine" faults.
I disassembled the dash to get at the instrument cluster. Per another poster on this forum I applied 12V to terminal D2 and grounded terminal D1 in the instrument cluster to see if there is a response on the speedometer needle. There is no response.
Is there anything else I should check or are things pretty much narrowed down to the instument cluster?
If the instrument cluster is faulty, will it create the shifting problem? My thought is that it will because the signal goes through the cluster, gets rectified and then sent to the ECU. If the signal does not get thru the cluster then it can't get to the ECU in a healthy condition.

I replaced my cluster with an sr5 and it still didn't work. Finally after a couple years I tested the vss after the transfer case. It tested bad, $300 later I finally have a working odometer/ speedometer.

Correction

I retested the speedometer putting 12V to D1 and ground to C10. No response from speedometer needle.
