Are these hubs spinning correctly?

1993 toyota pickup 22re 5SPD

With the front wheels jacked in the air and 4wd engaged and in reverse but front hubs Unlocked, if I spin the drivers wheel the passenger wheel spins (opposite direction). But if I spin the passenger wheel the drivers wheel (nor cv) doesn't spin at all? With the hubs Locked spinning the drivers side will spin the passenger and spinning passenger will spin the drivers side.. Also, when I locked the fronts the rear driveshaft didn't move or try to move the rear wheels at all...?

Sounds like the drivers hub is not unlocking.

Maybe I should I try holding the drivers wheel still while spinning the passenger wheel? Possible it was just internal friction making it move?

If you've got IFS, you should be able to try and hold that sides half shaft while turning the wheel with the hub supposedly unlocked.
