speedo cable possible making noise

I was driving today and I noticed a pretty terrible noise. It seems like it's an oscillation type of noise. It doesn't do it all of the time and it only does it when I am moving. Even when I rev the engine up when at a stand still. I was thinking it was the speedo cable making the noise, but am not completely sure what it would sound like.

Can anyone kind of describe it to me?

I read that the noisy cable can be fixed by spraying some wd40 or putting some 10W-30 oil in the cable where it plugs into the gauge cluster and then driving around and then repeat the process. Are there any other or better ways?
