Only left side 4wd hub working

I have an 85 Runner and replaced my right side rotor and ended up repacking the hubs. When finished, the hub would not turn all the way to the lock position. I realized I replaced the cover incorrectly. Got it rotated and fixed, but now 4wd on the right side will not engage. Left side okay. Any expert reasons why or how to fix it? Thanks

Right side incorrect as well. Remove and examine.

Okay, so I experimented a little with the hubs to identify the problem or just learn something about 4WD. Should one hub locked be able to engage the 4WD? It did work when I only locked the left side, but when I only locked the right side it did not work. Does each hub somehow work in conjunction with the other, like limited slip differential? And if I'm correct, which I may not be, does LSD mean that if one wheel spins (no traction), the other side will kick in, so to speak?

The axle with the least resistance is the one that spins... So if you have one side locked and one unlocked it is simply spinning the unlocked side because it's easier.

Of course that is with an open diff only.
